Compensation: $122,100 - $203,400

Why this job matters:

Oversee the integration, enhancement, and maintenance of software application changes within the organization to ensure business needs are met. Manage a team of System Analysts responsible for defining system changes and vendor resources to ensure adherence to contractual terms and service level agreements (SLAs). Manage the development, implementation, and maintenance of departmental policies, procedures, and programs. Manage the software development lifecycle to ensure costs are in line with budget and forecasts.

What you will do:

  • Provide direction and technical guidance to external Application development and Support staff. Set goals, review, and evaluate work, and prepare performance reviews for internal staff.
  • Oversee the integration, enhancement, and maintenance of software application changes within the organization to ensure business needs are met. Oversee/ensure external vendor coordination of testing, quality assurance, configuration, and installation processes to ensure timely implementation of updates.
  • Manage the technical execution and delivery of Application Development SDLC components, including design, development, and maintenance of supported technologies and applications.
  • Provide guidance to leadership and business owners regarding the use of enterprise applications, capability of systems to deliver information, subject matter expertise regarding current systems and emerging technologies as well as opportunities for portfolio rationalization/consolidation.
  • Lead the coordination and planning of Application Development work involving multiple technical teams, including multiple external vendors. Coordinate implementation across all impacted technical teams.
  • Develop, maintain and improve processes to monitor the outsourcing service delivery as it relates to technology. Also manage IT vendor budgets and report on the financial status of application development work.
  • Facilitate meetings with internal departments to provide status updates on request deliverables and milestones. Review/approve external vendor reports.
  • Perform other duties as assigned.

What you need to succeed:

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field, or an equivalent combination of education and experience
  • Five to seven years in business analysis and solution development, including leading complex enterprise teams through business process integrations
  • Three to five years management experience or experience leading a development team
  • Knowledge of the healthcare industry, of technology, and of processes, such as cross-functional business processes for major operational areas, project management, vendor management, and project life cycle, as well as a general understanding of government regulations
  • Business thinking and highly strategic in order to define practical solutions that align with corporate strategy while requiring the least amount of funding and people to implement
  • Ability to coach and motivate to maximize performance
  • Ability to effectively communicate goals and business objectives to employees
  • Strong and effective decision-making skills
  • Strong organization and time management skills
  • Proficiency with Microsoft Suite of products (i.e., Word, Excel, PPT, etc.)
  • Ability to effectively interact with all levels of the organization
  • Ability to effectively delegate work and manage project tasks
  • Excellent verbal and written communication skills, with ability to convey complex or technical information in an effective manner

Extras:

  • Experience in project management methodology, project development life cycle, and business processes
  • Three to five years management experience or experience leading a Enterprise Information Management/Data Warehouse team
  • Software development life cycle implementation

Location:

BCBSRI is headquartered in downtown Providence, conveniently located near the train station and bus terminal. We actively support associate well-being and work/life balance and offer the following schedules, based on role:

  • In-office: onsite 5 days per week
  • Hybrid: onsite 2-4 days per week
  • Remote: onsite 0-1 days per week. Permitted to reside in the following states, pending approval from the Human Resources Department: Arizona, Connecticut, Florida, Georgia, Louisiana, Massachusetts, North Carolina, Oklahoma, Rhode Island, South Carolina, Texas, Virginia
