Job Description

Summary:

Reports to Director of Clinical Operations Pediatric Ambulatory Services Hasbro Children*s Hospital (HCH) at Rhode Island Hospital. Plans directs and implements administrative and clinical activities for all ambulatory pediatric specialty clinics and Children*s Neurodevelopment Center. Manages clinical operating and grant budgets and monitoring and reporting systems for programs.

Responsibilities:

Collaborates with Director in development and implementation of short and long-term programmatic and administrative objectives and action plans for program.

Provides direct oversight of practice managers program managers clinical and assistant clinical managers

Provides direct oversight of nursing staff

Leads development and oversight of onboarding process and competencies for all clinical staff

Assist in the development coordination and implementation of our quality service culture

In partnership with Ops Director and Medical leadership oversees development of quality improvement metrics improvement initiatives and reporting

Monitors interprets and acts on quality improvement patient experience and other operational performance reports

Participates in selection hiring orientation and supervision of administrative and clinical support staff

Assist with managing clinical operating and grant budgets as well as monitoring and reporting systems

Assist with preparing reports to assist in analysis and decision-making

Assist with monitoring expense and revenue budgets monthly

Develop and maintain appropriate working knowledge of third-party regulations and requirements

Monitors variance from regulatory standards and works with practice manager to effect corrective actions. Accountable for regulatory education and compliance

Analyze space utilization in programs and off-campus sites

Monitors patient access and collaborates with the HCH Patient Access Center to address issues with clinic access

Oversees patient safety issues; monitors patient safety events for trends and patterns; Resolves safety issues/events in a timely way

Oversee development of new policies and procedures workflows and clinical guidelines required to assist program staff in analysis and decision making related to programs.

Develops recording and control systems for personnel actions and purchasing requisitions initiating and/or approving same as needed within established Hospital guidelines.

Prepares variance reports and reviews with Director monthly. Maintains records of all expenses incurred in programs.

Prepares consolidated financial plans and projections for department.

Manages all patient charge recording and billing activities for programs as well as all related manual and automated control and reporting systems to ensure revenue maximization.

Functions as liaison to state and third- party payers for resolution of billing and settlement problems and documentation requirements.

Prepares annual or more frequent analysis of charges and proposed rate increases.

Develops and maintains appropriate working knowledge of third-party regulations and requirements.

Quality improvement/risk management responsibilities (with assistance of Director):

Prepares all quality improvement quarterly reports.

Prepares all quality improvement annual reports including the annual appraisal of the department/division's Quality Improvement Plan.

Coordinates all required meetings and ensures that required agendas are distributed accurate minutes are taken that reflect the extent of quality improvement discussions and also maintains accurate attendance records.

General Management:

Selects hires orients schedules counsels appraises and when necessary disciplines and discharges subordinate administrative and business support staff. Effects consistent application of personnel policies and employee relations activities. Consults with Human Resource Representatives as needed to facilitate optimum results. Develops and implements policies and procedures for program*s administrative and support staff.

Analyzes space utilization in programs as well as off-campus sites and related proposals for changes to same. For major capital improvements to Hospital facilities and/or equipment consults with Hospital operations managers and prepares preliminary technical drafts of specifications. Prepares and/or reviews less costly proposals and examines same for appropriateness in order to formulate recommendations on their approval/rejection prior to submission to and review by others. Evaluates terms and conditions of potential lease/rental agreements for office space.

QUALIFICATIONS-EDUCATION:

Bachelor*s Degree in Nursing or related health care field and knowledge of administrative clinic management normally attained through courses or experience in management health care administration. Graduate degree preferred.

QUALIFICATIONS-EXPERIENCE:

At least three years clinical experience in management activities within a teaching hospital required

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Normal office environment with ability to move from patient care setting to community environment including travel to state departments such as RIPN DOH DHS.
