Job Description

Summary:

SUMMARY:

Reporting to the Director Medication Safety Quality and Pharmacy Information Technology. Provides high-level organizational support to the Pharmacy departments at Rhode Island Hospital The Miriam Hospital Bradley Hospital Newport Hospital and Lifespan Pharmacy LLC. Develops and implements processes to manage coordinate maintain up to date track and document a variety of key departmental functions related to but not limited to regulatory readiness analytics and clinical outcomes medication utilization and COVID-19 vaccines. Actively tracks and benchmarks the outcomes of pharmacy programs they coordinate to ensure regulatory compliance operational and clinical quality and financial effectiveness. These include but are not limited to The Joint Commission (TJC) regulatory readiness standards National Patient Safety Goals (NPSG) Institute of Safe Medication Practice (ISMP) best practices the Centers for Disease Control and Prevention (CDC) and the Advisory Committee on Immunization Practices (ACIP). Uses critical thinking skills to appropriately balance conflicting priorities and to manage time information and communications reliably and professionally. Maintains excellent working relationships with interdepartmental and intradepartmental leadership and employees. May serve as COVID-19 Vaccine Coordinator for pharmacy services system-wide in collaboration with other pertinent disciplines and the Rhode Island Department of Health. Precepts and/or participates in student resident and pharmacist training experiences and competencies. Responsibilities:

PRINCIPAL DUTIES AND RESPONSIBILITIES: Is responsible for knowing and acting in accordance with the principles of the Lifespan Corporate Compliance Program and Code of Conduct. Serves as a preceptor for pharmacy residents and students. Provides high-level organizational support to the pharmacy departments at Rhode Island Hospital The Miriam Hospital Bradley Hospital Newport Hospital and Lifespan Pharmacy LLC in following areas:

DEPARTMENTAL CREDENTIALING EDUCATION AND REGULATORY READINESS:

Communicates broadly to staff and in a timely manner changes to regulatory requirements formulary clinical guidelines and protocols order sets policies and procedures and personnel requisites including related to COVID-19 vaccines. Facilitates the education and training of staff in response to these changes and documents as appropriate. Coordinates and documents staff education as appropriate. Develops and implements processes to manage coordinate communicate maintain up-to-date track and document key departmental regulatory requisites including but not limited to: - TJC standards - NPSG - ISMP guidance - CDC and APIC standards as they relate to COVID-19 vaccines - Federal and state statutes rules and regulations as they relate to medications and vaccines. Stays abreast of additions and changes to regulatory requisites responds proactively and timely to ensure a continual state of compliance communicates widely and facilitates staff education. Develops and implements processes to manage coordinate communicate maintain up-to-date track and document departmental procedures including but not limited to: Oversees the timely maintenance of policies and procedures for department including those related to vaccines and those due for review (every 3 years for hospitals every 12 months for Lifespan Pharmacy) incorporating edits obtaining signatures and posting to Lifespan intranet. Communicates widely and facilitates staff education relative to salient new policy information and substantive changes to existing policies and procedures. Coordinates with the pharmacy Information Technology (IT) team and verifies that new and revised policies and procedures are posted to the intranet within the departmental defined time frame. Develops and implements processes to manage coordinate communicate maintain up-to-date track and document key departmental personnel functions including but not limited to: Ensures that required employee training education credentialing and competency assessments are contemporary and relevant to job responsibilities. Verifies that pharmacy department immunizers are current with immunization certification and its requisites including but not limited to current CPR and immunization specific continuing education credits to maintain immunizing status. Assists with maintaining job descriptions including checking for and incorporating required verbiage incorporating edits and obtaining signatures. Responsible for the development and implementation of processes to manage coordinate communicate maintain up-to-date track and document key COVID-19 vaccine immunization program functions.

ANALYTICS OUTCOMES AND IMPACT FOR MEDICATION USE ACROSS THE CONTINUUM OF CARE:

Responsible for coordination of activities related to the identification development and tracking of outcome metrics related to pharmacy clinical services and other national and system-wide medication-related safety quality and effectiveness measures. Develops and supports the pharmacy department vision for the measurement of the impact of pharmacists on patient care outcomes. Establishes and participates in optimizing structure and governance of data management metrics and outcomes measurement and reporting. Identifies key pharmacy accountability measures (PAMs) and health care system quality priorities which pharmacy impacts. Develops reporting creates proactive strategies and communicates on performance of targeted initiatives to appropriate staff and leadership. Drives a data-driven culture of continuous quality improvement in operations and clinical services. Works with other system-wide stakeholders to align pharmacy analytics and outcomes initiatives with the overall organizational mission and vision.

FORMULARY MANAGEMENT DRUG POLICY AND UTILIZATION:

Responsible for healthcare utilization analytics that encompass drug laboratory and radiology use and participates in or leads multidisciplinary committees addressing practice variation. Responsible for coordinating all matters of drug policy including but not limited to Pharmacy & Therapeutics Committee work. Responsible for leading pharmacy department cost reduction programs revenue enhancement programs and assisting in determining return on investment for new clinical pharmacy programs. Develops annual goals opportunities and strategies regarding drug utilization for the department of pharmacy Utilizes data including but not limited to the Vizient Clinical Data Base (CDB) to benchmark Lifespan utilization of medications in comparison to other academic medical centers designated cohorts and group purchasing organizations. Uses benchmarking data to identify opportunities to reduce costs and clinical variation and identify clinical alternatives. Actively reports to and engages with medical staff administrative leadership and other multidisciplinary teams to gain support for implementation of identified utilization opportunities. Leads multidisciplinary and pharmacy department teams. Interacts with a wide range of clinical and operational staff and teams to partner in controlling resource utilization and clinical variation Participates in the management action plan development and review of data related to drug shortages to ensure the safety and effectiveness of identified therapeutic alternatives. Recognizes and anticipates problems resolves or escalates them immediately to the appropriate person for resolution.

Other information:

BASIC KNOWLEDGE:

Bachelor of Science in Pharmacy or Doctor of Pharmacy degree from an accredited college of pharmacy is required. Postgraduate pharmacy residency training board certification in area of expertise and/or other advanced degree highly preferred. Maintains current unrestricted licensure as a licensed pharmacist in the State of Rhode Island. Knowledge of pharmacy information systems automated dispensing technology databases (e.g. Excel PowerBI) and personal computers.

EXPERIENCE:

Five years progressively more responsible related experience preferably gained in a similarly diverse and operationally complex health care environment is desired. Exceptional aptitude or knowledge may be considered in lieu of experience. Supervisory or project management experience is desired. Extensive healthcare analytics and clinical experience preferred. Demonstrates excellent written and verbal interpersonal and communication skills.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Extended periods of time spent sitting. Requires the visual and manual dexterity to operate a computer. Occasional travel between facilities or sites as required.

INDEPENDENT ACTION:

Performs independently within department policies and practices. Strong critical thinking and organizational skills. Attention to detail. Ability to prioritize tasks appropriately based on changing operational and clinical situations. Refers specific complex problems to manager where clarification of departmental policies and procedures may be required.
